TWC- VERY WELL DEFINED LOW....
The weather Channel's Dr. Steve Lyons just said the low is very well organized, and is just lacking deep thunderstorms. He said they tend to stay down in the SW Caribbean for a while and then conditions become favorable. Could we see Odette?

I don't have my links with me here (since I'm at work) but the World Meteorological Organization actually comes up with the names to include a world flavor so to speak. Representatives from the US, UK, and other parts of the world submit the names and a final decision come from the WMO (if my memory serves me right).
