Yeah this is a pretty bad structure for any significant intensification in the near-term. Broad circulation, shallow pressure gradient, and max winds far from the center. A Cat 1 seems to be a reasonable maximum possible landfall intensity estimate at this point in time. If Debby manages to consolidate faster, though, then perhaps RI is possible.
