As many others have indicated (not necessarily in this thread) make the threat increase only for those areas in greater than typical danger ( I know, no place is safe). Don't raise the threat level to REd for Billings, MT for example, just do it for the areas that are of most concerned.
Which is exactly what they have done I heard on the news tonight. Houston is still at an orange level along with places like NYC, DC and LA. I didn't see which other areas are included, but I would guess that info is available at their website.
