Russia: War against Iraq illegal
March 17 - Following the decision by the United States and Britain to abandon diplomacy and gird for battle with Iraq, lawmakers and governments around the world started lining up to support or oppose the likely war. Russia called Monday for last-minute attempts to solve the crisis peacefully, saying any resort to force would be both a mistake and illegal.

It is not illegal. The resolution that was passed unanimously stands alone in being reason enough for this war... if you want to get techincal.

Resolution 1441 says that serious consequenses will follow if Iraq doesn't complie so I dont see why France,Germany and Russia are opposed because that resolution that the US-UK and Spain had and retired today had the same words that 1441 but only the timeframe was the key for that opposition.

Se how the tides are turning against the war now? My thinking all along...I hope and pray we dont have war, but if it happens, then thats because we've exhausted all of the possibilities and this was the last resort...as its always been. We'll see. I still think war can and will be avoided for the next 3 days as everyone else here thinks.

In the 1991 Gulf war that you participated there was no declaration of war from the US that was signed.

I didnt say there has to be a signature....just a declaration. Wars that have a declaration sometimes ties up our military in needs to prepare for war. Verbal declaration is all thats needed to get the ball rolling and this hasnt been said as of yet. When we go to war.....it will be declared as such before we start it.

The concept of the declaration of war has been a
part of the American system of government since the
Constitution was adopted in 1787. Its justification
revolves around the requirement to manifest, via the
legislative process, the backing of the American people
regarding any involvement of U.S. combat forces. With
such reasonable justification, one would expect to see
the Congress approve a declaration of war in every
application of U.S. military force.
