I recall everyone's forecaster darling Stewart writing something almost identical to that in one of his Ivan discussions as it got fairly close to landfall...I'd probably shift it but need to maintain continuity...so it's not just Avila. Obviously this is SOP for the NHC. In general I'd probably say this serves them well, as if they let each forecaster just shift the guidance anywhere they wanted, there would invariably be people whining about how inconsistent and unpredictable the forecasts were.
