Somebody can correct me if I'm wrong, but yes, it would be worse. You can add the forward motion speed to the projected max wind speed.
Using canned/unverified numbers:
80 MPH wind speed + 13 MPH rate of travel = 93 MPH
Plus the right side of a hurricane (in relation to it's motion) is more prone to tornados.
You're better off getting a direct hit than getting the right side of the eye.
