how can you have
a gale warning and a TS watch? gale force and TS winds are the same. Shouldn't Bermuda just go with the gale warning to not confuse the public?

You got the point there.
It's basically a technicality...
We can say...
"A partial Tropical Storm Warning and another partial Gale Warning has been issued for the Bermudas".

actually Bermuda is self governing but it is one of the last of parliamentary British overseas territory with internal self-government.
The local weather service issued the gale warning before the NHC issued the Tropical Storm advisory.

I believe the local mets are employee's of Bermuda Air Services...a division of SERCO.

I'd actually like to see the TS warnings go back to Gale Warnings as were issued before 1987, except that storm warnings should be issued for the storm force winds.
I believe this would provide the proper level of attention. A gale warning would be for just strong winds, a storm warning would be for damaging winds (55-73 m.p.h.) and a hurricane warning would be for cane winds, naturally
