TD 3
I say TD 3 because it is about to enter favorable water, and Invest 97L is not even a TD yet. But it could be close.

I think that Cindy will belong to TD 3, although it is going to be close.

I say TD 3 only because it appears to be getting better organized and because it's already a depression, and because of recon and buoys. Without recon or a ship report I highly doubt the NHC goes straight to a TS with 97L. I say TD 4 late tonight or first thing tomorrow and then Dennis sometime tomorrow. Cindy will form probably in the morning at some point.

My two cents
Right now I would have to go with TD-3. The convection around the center has really fired up over the last couple hours and if that continues I think we'll have a T.S. very soon.
