Well... I do see how the project can be of benefit. Cloud seeding can help turn cumulus and towering cumulus into rain producers which can be very good for our farmers, especially those in drought conditions. In return, every one wins with lower produce prices.
Plus, this project is, at least, going to have a lot of say by NOAA personnel.
If applied properly, this project can really be a good thing.

My understanding is this isn't like Stormfury where they seeding hurricanes. This project is to be more board to include rain reduction for flood-plagued areas and rain production for drought-plagued areas.

Well... they've been doing that for years. In combat, during foggy conditions, the enemy can take cover with the reduced visibilities. Fog dispersal via cloud seeding and/or artifical heating reduces the fog, thus increasing the visibility -- which makes it harder for the enemy.
Also, the process can be reversed under the right conditions. The artifical creation of fog can help protect our troops by creating cover.
Furthermore, weather modification can be a benefit when a shamal is forecast. (This is a big item for those deployed to the Middle East). When these winds are forecast, cloud seeding can help to create precip which will weigh down the desert sand. Therefore, when the shamal does occur, less sand is transported which increasing visibility (see above for the benefits of increased visibility) and reduces the amount of sand that gets into our troops' equipment therefore reducing damage and malfunctions while translate to less GI lives lost.
For many years there has been talk about modifying weather during combat.

Depends how it is down though. It was done during WW2 by buring hydrocarbons and did clear the fog but afterwards the extra water vapour made the fog even thicker.
As long as they don't do what they do in France and fire rockets into clouds to try to break up hail despite there being no evidence, either mathematically or by experiments, that it actually works.
